IIRC, yes he can loop but his setup is pretty bad. How bad is it? Triple Skadi + Kscope bad.
EDIT: Found one by Plushie Mistress. He used Caster Skadi + Castoria + Mage Association on top of MLB Kscope. That's already 170% NP charge.
EDIT 2: Rather than seeing him as a looper, he's more like an all-terrain support... and the only ones I know that benefit the most from it is Nemo and Jaguar Man. The rest of the Servants that need specific fields are able to apply the field effect themselves.

Morgan is generally more useful.
They're both really good though.
His main gimmick is he can make the battlefield all terrain types, so he's a good support for e.g. Nemo

It's probably the derived character "Britomart" from Spenser's Faerie Queen which would explain the sudden usage of "Faerie Knight" that we talked about the other day.

Britomartis was the name of a minor Greek goddess of mountains and hunting (Rick Riordan re-imagined her as a god of traps and nets). Edmund Spenser used the name in his poem The Faerie Queene for a lady knight who represented the virtue of chastity, who seems to have heavily based on the character of Bradamante (destined to marry a male knight and found a line of kings, had a magic spear that could unhorse knights who faced her, rescued her love from an evil witch who had enchanted him) and who was bascly an allegory for Elizabeth I's famous virginity.
It's not sudden. LB6 trailers also used faerie.
