Considering the similarities between OC4 and Mictlan (last thing before the finale, gets a Road to 7 campaign that misses its target month, Fujimaru goes to Hell) and how Dante's Hell is a giant upside-down cone, I prefer the theory that the reason for the delay is another dumb 3D map.

Emiya (Assassin): Magecraft Arts Up buff lasts 3 turns, also gets a 5 times/3 turns effect that makes him remove the latest buff before damage, and if it happens, increases his attack by flat 15% for 3 turns.

Stheno: Charm is now universal and now increases Quick, Buster and Arts performance of the entire party by 20% for 3 turns. Cooldown is the same unfortunately.

So yeah, they're finally touching the infamous Magecraft skill.

Shit buff for Kiritsugu. Latest buff removal seems nice and all but doesn't address his real problem: "Lack of NP gain". He still takes years to get his NP which means that it's highly unlikely to NP a second time within the duration you get the Atk Ups.

3-turn Arts up is an indirect buff. Whether that's enough is an entirely separate question; personally I'd give him a flat 20% battery alongside an extension to the Arts buff.

Both Cu Alter and Xiang Yu both have a buff. Xiang Yu has a buffed S1 and Cu has a buffed NP that didn't do much. Yay for defense buff removal but other than that, it's just a damage boost with no SE. Xiang Yu at least has a solid gimmick of 1T 150% Crit Damage Up with triple Buster deck.
