Huh. I just noticed that the event announcement says that by equipping multiple CEs you can boost the number of Dango you get by up to 700%. Which... how does that even work when you only have six Servants including your support? Unless maxing out the CE boosts the dango effect too?

Only one of those is a percentage. (And technically it's not the drop rate, which implies you might not get a drop at all and that CE increases your chances, it's 100% more acquired i.e. where the other ones add a flat number that one multiplies your total).

Look at Mashu and her armor design and ask the same question to the servant whom passed his or her power to her. Mashu is like wearing school swim wear with armor on top and heels that can kill.

I am currently at 320k friend points. I am very confident I will have level 5 noble phantasms for all the new 3* servants when they come out.
