But yeah, I did 3 guerrilla quests and got no pumpkin drops. One run didn't even get any currencies beyond QP. YAY RNG DROPS!

It does not specify this. Only that pumpkin leader is now guaranteed to appear in 40AP.

Done farming for the bats, as in getting all the materials and one CE. Screw the NP level up and completing the CE. Now, to farm for those candles and pumpkins. I guess AP 40 free quest is the best?
