Medusa dropped it for me. Did all pumpkin quests, got lucky with a lot of pumpkin drops. 53 more to buy all the items for pumpkins.

Sadly, it did not even work, I fought like 7 Hallow Ghosts and only one of them dropped candles. Candles really is going to be a bitch to farm.
