You know I've been wondering if Rule Breaker or Information Erasure work on CE buffs.

Pretty much that. Just redeem the card and you get it topped into your Google wallet. I believe the wallet is mostly region-based so USD is universal but Yen is only for Japan accounts.

While you do have a point about the Extra card I think you're undervaluing how strong Scathach's Buster with Arts first card is.
That said, the Overkill modifier isn't that amazing though unless you can apply it to more than one card. It also means that one or two of your units won't generate NP charge that turn.

I disagree. When you have 3+ of their cards to use, Scathach is the better of the two at generating NP charge in the majority of cases. When you have just two of their cards available Scathach generates about the same in all cases while Karna fluctuates quite a bit but can edge out Scathach. When you have only a single card available Scathach is generally the better of the two provided someone starts with an Arts card, with Karna edging her out when no Arts first card.So what you get at the end is scathach has better np gain in the scenario where no-one else needs gauge and she only has buster cards available, whereas karna has slightly better gain in every other scenario
