Maybe the idea is to get people to be anticipated for the unknown information event? I mean, previous events all feature a Servant to gatcha except this. So, maybe it's just a breather event with 'nice' story and some tickets and/or quartz to get you to spend on after the event/Golden Week time?

Or the fact is that there actually is a gatcha and it features already-existing Servants?
