Both NP2, 100%, max relevant buffs, lv100 Black Grail:

Illya: ~107607 dmg
Xuan: ~74883 dmg

Illyas will be higher with more overcharge, but she's still terrible at NP gain. So it's definitely Illya for burst and Xuan for consistency.
