    Since we currently value Attack more than HP, the fact that he's HP-focused means that he's weak considering his rarity. Compared to 4* Servants though he's about as strong with more HP.

    According to the Japanese wiki, the 5 AP dango quest also drop the 5 star Ce, so I guess it is a choice to take if you want the CE.

    With the big amount of ce the drop rate are 90% Ce 7% 2 and 3 stars servants 2% 4 star servants and 1% 5?stars servants

    Really? I've yet to see anyone report actually getting it there. Lowest I've seen reported is from the 10 AP.

    Though with how many gold and how few silver the 5 AP gives, not going to bother with it anymore anyway.
