Yes, exactly. NB gets for free lvl1 skill which is arguably equal to or better than lvl9 Golder Rule of Siegfried and level6 Golden Rule of gilgamesh. And its still better at lvl10 than Siegfried's and only 5% lower value than lvl10 of Gilgamesh.

From what I can tell, Sumanai will still be Sumanai while Gilgamesh requires more effort pumped into him to pass the stage where Nero Bride gives equal or less than Gil's own NP charge skill at the same skill level but gets superceded easily. And 5% is decently high since that's 10% less than Gil's max value.

Another way to see it is Power Creep and Waifu Power.
