That just makes Saber Shiki a bit less appealing for insta-killing targets compared to Assassin Shiki. Still, put both together and you 'should' be able to insta-kill that one target. Hopefully.

While I doubt it's actually 0.1%, I think just 1% is already terrible. Through in reality, using Assassin Shiki with level 10 MEoDP and her NP charged at 300% should put it to 2.2% chance to kill. What if it's actually 5%. That would make it 11% chance to kill instead now. Scale it up to 10% and it becomes 22%. Starting to get pretty decent.

When PvP comes around, I have a strong feeling that Assassin Shiki would be a top-dog who can just annihilate most new Servants with her MEoDP + NP combo because if you actually see the death rates for the new Servants, they can even reach up to 50+% death rate. In fact, most I see from the new list have 38% and more which means a lot in terms of her NP going off to an insta-kill spree.
