Star Attraction is different from Crit Damage Up or Star Rate Up because it's a complete benefit in and of itself. Slapping it onto a Saber in a Saber team would put her really high in terms of getting those stars. Crit Damage relies on the chance to proc it (not modified or affected) while Star Rate doesn't do anything by itself (stars are still allotted via RNG). Star Attraction just straight up gives you an added benefit of pulling in more stars that you generated, whether it's from skills or from the previous attack. This is why they are, in and of itself, really powerful.
Also, out of all the CEs that have Star Attraction, there is one which also has HP only passive stat bonus: Present for my Master. Why? 100/200% Star Attraction Up and 40/50% HP Recovery Up. Which means that whoever uses it can crit hard and get healed hard. Currently, I'd say it's strong enough to warrant a no-damage effect. As for Sensei & I CE, it's effect is 300% Star Attraction (which is already very good) plus a supercharge of 50% starting NP to get you to where you need to go ASAP. It's a CE that you'd take to a 1/1 Fatal Battle party because you can get the NP off earlier and also crit to recharge your NP faster. Plus the damage gained from 300% Star Attraction. Put it onto a star-generating team and you got a Servant that practically steals sub-30 stars almost all the time.

A Saber team doesn't generate a whole lot of stars though unless you had a Brave Chain the previous turn and used 2-3x Instinct-like skills on the current turn.

Well no, you'd take better starting NP-gauge CEs or taunts if the enemy is likely to kill one of your units in 2-3x turns. Of what's available, probably. I don't know what units you have, and that CE is good on any unit.
I don't see how you can argue like this while saying 3 turns of anti-divinity or a generic as heck +10% card boost is better. Who cares what the stat boost is if the effect itself is what you want? It's only worth looking at the stat boost of similar cards.
With how much everyone here is praising Kiss Your Hand, you'd think they forgot no one cared about Launch Order or Street Choco Maid. But apparently the combination of Art + Buster makes it amazing?
