Except that you can't sell/exchange quartz to others or DW for money, thus free quartz has no monetary value.
That money is generated from taxes though. All pessimistic comments about the US' state of affairs when it comes to the economy aside, money doesn't grow on trees, whereas DW can "print" as much or as little free quartz as they feel like it.
Point to take here: People will not spend a single cent for gatcha money for a period of time because they can roll 50x 10-rolls and 4x 1 roll worth of quartz for free. On top of that, the restricted value of quartz as a means to tempt players to spend a bit more would vanish. Some would save for specific Servants which means they are more likely to not spend even more money. There'll be a major drop in financial income especially on the smaller spending players. The whales who gatcha every event will actually be slightly less affected but whales generally account for a minuscule size of the entire player population.

Also, let's say that DW does do something as ridiculous as give 2016 quartz for no reason whatsoever. All DW would have to do is make gachas that use paid quartz, which does have monetary value.
Suddenly no one cares about free quartz because they can't roll what they want without paid quartz.
I doubt it'll always be in paid quartz. Maybe limited Servants, yes. But stuff like Story gatcha updates or new Servants added to the gatcha pool will eventually be placed into the 'free quartz' category. So, unless they make Paid Gatcha have a higher rate of getting 5*s and 4* Servants, people will most probably still not roll for it (because we get less paid quartz than bought total thus further reducing the chance to get those specific limited Servants).

Seriously, DW will not survive if it is not using the Fate franchise. I'm glad they are improving, though they are much more they can do. Must have a hard time to hire people.
