EDIT: Yup, there's no targetable 30% NP Servant that matters. Also, the topic is just about enabling looping/options of looping. It doesn't take into account existing Buster Servants being able to increase their Turn 2 and/or Turn 3 damage. Pretty sure that's a massive exhaustive list.

The other possibility is that one of the "rewards" in the 30DL milestone is fixing the coin system. Basically they worsened the problem, are waiting for people to roll out of desperation, then proceed to fix it later once they've gotten all the money.
