I think most everyone immediately saw the writing on the wall and saw it as not EoR and as what it is, the grand Ordeal Stall.
We've had 2 chapters per year for longer than we haven't, and thinking it'd change for this would be, frankly, mildly delusional.
It's obviously stalling, but how long is the final chapter of part 2 that they'd need to stall for THIS long? Unless you're thinking that they're stalling to hold off EoS for as long as possible.
That too, but I would imagine it's more that there's simply no way they'd do it any faster when that's the pace they've set for a long time.
That said, we also know that Id was delayed based on what was said in interviews and the like, how the writer (Sakurai) is a perfectionist that really wants to make it good. (Surely it was meant to come out December originally)
So it was an idea that was made, for whatever reason, and then the writers spent a lot of time getting it done, while possibly doing other stuff at the same time (Event, their own projects etc.)
Random thought but what if the stalling is just them trying to force every idea out before they finish Gudao/ko's character story? It's been made clear that Nasu wants to end their story so they're also trying to set the premise and systems for future stories where Nasu stops being directly involved in. I do agree that the handling of the content is pretty bad given how the stories could just be a separate thing but if the finale of OC and LB is basically a "well, we fractured this world's existence and now other worlds are connected to it", it makes sense to at least wrap all the info segments up as an addition before that happens.
Eh, maybe I'm giving people too much credit. Maybe they just want FGO to have a nice fat "10" next to it just as a congratulatory symbol and a pat on the back before Nasu steps away and we get actual garbage stories and everyone loses interest really fast due to mismanagement of the IP. It would be funny if Nasu considers the 10 years of FGO more like versions. FGO 0.1 all the way to FGO 1.0 on it's 10th anniversary.

I can't imagine that Nasu would stay away from it forever. If he were capable of that, then he wouldn't have written the MoonCancer Ordeal Call after stating that MoonCancers didn't need one. I more foresee him taking a step back from overseeing everything, but he'll still probably write events and stuff whenever he fancies it.

I'm sure that "The Great Stall" exists only because they are making an FGO 2 with 3d UE 5 graphics, open world, dynamic hack & slash gameplay and a plotline that will explore and shed light on all of the questions that were unanswered for these whole 30 or so years.

Lasagnacat can't even code master missions without something breaking, I think Fate/Genshin Impact is a long ways off. As much as I'd love a high-budget, actually playable version of FGO.
I don't think it's anything more complex than they wanted to end on the 10th anniversary. By the time LB7 was in development they were probably like "well we're almost there, so might as well find a way to extend it all the way."
More like they don't want to lose their job and income.
Honestly it still baffles me how the game that was released back in 2015 and has the level of graphics similar to games that were made on Adobe Flash Player, can sometimes be so bad in terms of performance even on high-end devices.
Implying that Sony will let them "end" the game, considering that FGO even with all of this mess of a production continues to sit in top 5 spot in revenue.

Though, considering how really bad all of that is, I will not be surprised that the amount of income is just blatantly inflated and Sony is just using FGO for money laundering.

Imagine there is a whole Breaking Bad-like story of CEO's of Sony having their whole undercover illegal empire waiting to be uncovered. And it all started because Concord was such an expensive failure that they had to resort to shady practices just to break even.
