I have now perused the Atlas files and quickly read through the Olga Marie quest. It's not very long, like usual.
At the Storm Border, there is a meeting discussing some of the misunderstandings they have had. They had initially assumed the invaders from outer space that the leftover writings on the Bleached Earth referred to were the Fantasy Trees, but now that doesn't seem likely. The Fantasy Trees were swapped onto Earth by CHALDEAS, so why would it invade itself? Doesn't make sense. Also, the Earth of CHALDEAS is weird, in that it's standard of living was way too high/different for something only 100 years in the future, and there is no indication as to how this happened. The ultimate question remains: why was CHALDEAS bleached, and how?
Chaldea detect another anomaly when they are passing over America, and the meeting is adjourned. It turns out to be a Presidential Singularity, this one taking the form of a massive canyon (a Grand Canyon, if you will). Unlike the other two Presidential Singularities, nobody attacks you on entering, so the crew discusses whether or not to turn back. As this is going on, the Alien Priestess appears. Da Vinci speculates that the Alien Priestess is an observation device created for CHALDEAS, which is why she doesn't have a corporeal form. She is essentially "everywhere", because she is part of the system itself. The strange part is why she looks like an alien. Is that trying to tell you something? For whatever reason, she gives off the impression that she doesn't want you snooping around this Singularity, and then disappears.
After this, you receive a broadcast from "Grand Marie", the E Olga-Marie representing earth. She is very assured in her status as the strongest of the Elements, but doesn't want any trouble. She's currently occupied with a project that's going to take 7 days, and kindly ask that you withdraw until then. She doesn't want to have to destroy you, her dear constituents. Who else does she have to vote for her, after all. And if she did, then the Foreigner Class Score she has would go to waste! By the way, she's filming from her very own custom Oval Office. Broadcast ends. Anyway, the fact that she's plotting something gives Goredolf conviction to act, which pushes everyone to go deeper into the Singularity.
As you approach the center of the Singularity, you detect a bunch of special resources you can use in a fight against her, much like in the fight against Aqua Marie. As you're thinking on how to employ it in battle, a familiar mountain emerges from canyon. It's Mount Rushmore! But with Olga Marie inscribed in it. Grand Marie formally introduces herself. She's the Grand Element, prepare to fight!

After being victorious, you brace yourself for the 3 extra minutes all the Elements are supposed to have, but Grand Marie can't be bothered to fight on. She's the Element of Happiness, and does not indulge in such tedious and boring activities. She's lost, and that's that. She says you've gotta at least admit she was the strongest Element ever. Whatever, just hand over the Foreigner Class Score. She also reveals that her project was just the construction of an outdoor sauna. If you had come then, she would've been at her full power. What a shame. She wishes you good luck against Anger. Unlike the other three, it has no affection for mankind. Only defeat can save her.
Da Vinci congratulates you and says that the vast amount of resources acquired from the mission will allow Chaldea to finish their latest system. Anyway, that's that. You leave the canyon behind.
There, alone, the Priestess remains. She watches Grand Marie, who has fallen asleep forever. She will remain in the canyon, never moving, but never perishing. Only with the disappearance of the canopy above, will she fade away. But the Priestess doesn't care. She just observes. Still... she sighs, this was the one place she didn't want seen. Which is why she told you to turn back. The supposed machine that is the Priestess seems to almost be reflecting on her own failure.

I just had a theory
In the OC trailer, you only see the Foreigner Card snippet when you pass through the globe towards CHALDEAS.
So the plan is maybe after OC4 they fly through the white wall and they get jumped by Mythos aliens. Its a dumb misdirection but that’s what I cobbled together.
It should be noted that her name here uses a spelling of grand/ground, that's generally only found (with the same double meaning) in Yugioh's Neo-Spacian Grand Mole. The previous Elements also match Neo-Spacian Flare Scarab and Neo-Spacian Aqua Dolphin's spellings, and the gimmick of the Neo-Spacian cards is fusing with knockoff Ultraman, so the similarity feels very intentional.
Everyone gets a rate up banner this year, they do the strange fake collab as a last cashgrab, finale by anniversary, pull the plug.
THIS IS THE WAY.
Feels like we forgot that the big bad of Part 2 is called the Foreign God. The entire Part 2 is the Foreigner OC.
We'll still totally get a foreigner ordeal call but its far funnier to call meteo a bum anyway
Olga's damage output is honestly ridiculous, like she just easily one-shots everybody. I honestly can't beat her.

The Ordeal Calls were just poorly veiled attempts to give some justification to this latest shiny gameplay system, so why would they make one when the actual Foreigner Class Score is already given out? It won't happen. Or think about it from the other way around, why would they make Grand Marie give out this Class Score if they had a Foreigner OC in the works anyway? The only logical conclusion is that the Foreigner OC is not happening.
