It happens after Kotomine’s defeat in the main story, like Aeaea.
Kirei's debut will be in the final stage. Not Lostbelt 7. The stage after that. And he'll reenact that exact same HF scene where he's standing between you and the big bad doing big bad stuffs. This time, he'll win.
