What does it say about them?

CasGilles being an Alter is odd to me since isn't Caster supposed to be his primary class due to Bluebeard's infamy and Saber the weird one?

Not really, even in Zero it was stated that him as a Caster isn't really his proper class, him as a Rider or Saber was more fitting. But because his Caster aspect is more famous then his normal class, that became the default when you go to summon him.
