Yeah, she seems to have a really fun kit, similar to Gawain yet different which seems to be fully intentional.

Because they're on rate up right now, but once it's over you can only get them from story gatcha.

Storylocked just means they go into the summonable pool of servants in the Story gacha after you beat the chapter. If they are on rateup on a limited banner(like right now) you can summon them regardless of story progression.
Edit:They don't show up in other limited banners though.

Lol, i’m honestly much more interested in oberon than anybody else.
Umino’s art is style different then broad anime style the rest of the game has, but i still love the distinct style. Never fails to make me feel fuzzy inside. I also like how they carried over the style to the pv as well.
