So, just a quick question, but what was Raikou's skill priorities again?

Either 3>2>1 or 2>3>1. Depends on how much you value 3rd skill that only triggers against certain enemies but for a decent amount (two different 30%-50%, one for Earth/Sky non-Pseudo/Demi Servants and one for certain monsters) and 2nd skill that always works but scales poorly (20%-30% Buster Up).

I would honestly go for her third skill first. The 30% Buster Up is okay and the dodge is never bad, but frankly that 50% bonus against traits that are quite common is something I find more appealing.
