LB3 refers to her as True Ancestor so it's not new. Only from her profile that we knew she is not True Ancestor but an Elemental. 仙界羽人 (Winged being from the realm of Xians) is also name of her 2nd skill, TM's term referring to the prototype of the xians in early days of Taoism - the winged beings depicted in early form of xian worship who are more ancient and different from xians in later Taoism. TM probably used it specifically to differentiate her (a type of Elemental born from the inner sea who are recognized as a xian in Taoism faith) from those (humans, gods, monsters...etc) who became Xians through Taoist cultivation.
NA's official translation is Taoist Winged Sage. The fan translations circulating the fandom have been Feathered Person of the Immortal Realm, Feathered Being of the Xian Realm, or Yuren Xian.

Early feather xians are viewed more like a mythical race similar to elves, dwarves and...well...fairies in the west. They have animal features, some look really monstrous, but in general they are viewed as manifestation of natural forces (hence Elementals in Nasuverse, good job Nasu). They later gain more roles similar to angels (and later went through image changing to make them look better too, they now have more humanoid bodies with wings). Then later on when Buddhism arrived and heavily influenced the development of Taoism that we knew today, people shift from nature worship and awe towards those beings (who are believed to be immortal) to trying to learn the way to become like them (influenced from Buddhism way of anyone can attain Buddhahood). The monstrous imagery also became forgotten, replaced by divine and graceful humanoid forms (pretty much referenced by Yu Meiren taking human form and forgot her original purpose) and became the Xians we know today.
So they are a mix of a bunch of things later on, but they started from ancient Chinese paganism roots. And they are mentioned in the Sanhaijing along with a lot of beings later imported to Japan. So who knows if Nasu can use that and connect them to tengu.
