Yes to both.
The combined group one does 50% party-wide charge, 50 stars, and probably 50% all card type up when maxed out.

Honestly I'm not even sure why they promoted this new gimmick with the mini Servants as some new gameplay. This event is just your typical annoying mission event that, at the start of every node, either it gives you a useful damage buff plus other good effects that makes it easier to clear nodes faster, or it gives you Benkei.
Oh hey, CE drop came early this time, so that's one less thing to worry about

Benkei's good too. The worst is getting Mini Cu Alter. Buster Up? On Quick/Arts team? Oof.

buster up helps too if you don't/can't do 3 turn clear due to enemy addition,
Imagine getting that and trying to get your Buster cards, all 3 of them. But then you can just AoE clear two turns with Kiichi anyway.

Dunno, I've gotten it but never felt it as being impactful at all.

I need to buck up, only done France so far.
Just a warning, they pretty much force you to clear each section like France and Halloween 10 times, plus killing specific Servants 15 times, plus kill specific enemies a lot of times (which is why you want to get 100% encounter rate). Oh, and don't forget to put Kiichi on your party and ascend and increase her Bond level (this last one is not available yet but it's pretty obvious they will add it later).
It's honestly annoying, and this after Saber Wars 2 urgh....

If you're only using 1 Servant for NPing, sure. I'll probably hold off on doing it myself unless I get 2 drops so that way I can still keep NPing reliably.
