And as compensation they only get 40 quartz. Oof.
Kama's final ascension should have been the onepiece suit.
That's a positive, not a negative tho?

Once and always and nevermore.
Entirely subjective--when NA players are asked whether they want the game to speed up content to reach future events and story chapters faster, the answer is always a resounding "no"--because that's missed quartz, and a far bigger timeload for players than people want or can handle. Being exactly one year behind the main server is honestly ideal, anyway. If a CN player switches over to JP due to this fiasco, they go from having a year to specifically save for, say, Oberon and Koyanskaya, to having just missed their banners and waiting for a potential-but-never-guaranteed rerun.
Speeding up a server to catch up and making an account on a server that is natively ahead are two completely different situations, there is no comparison to be drawn here. Losing Clairvoyance is a double-edged sword- on the one hand, you no longer have a guideline to formulate your spending plans, but on the other hand, you can now actually be surprised rather than receive content second-hand.

FYI Summer Kama with W Castoria can 3 turn clear 90+ node.
Being surprised in a gacha is never a good thing. You can make an argument about story content, but FGO is not gacha-optional, and LB6’s absurd fights show that having a strong team is key to smoothly enjoying the story. Being able to plan ahead goes a long way towards that.
So I heard that that new Chinese law is created because some other game about historical China insulted its national hero?
If that true then, jeez.
