Best thing it did was give Kintoki that God tier costume

Do you still need extra clarification on this one?
You know how Olympus and Shimousa are big boss rushes were each boss gets its own subchapter where the other bosses don't interact? Heian is also that. My personal opinion is that the boss encounters on this one are generally a lot better, but one+Douman exceptions aside, the bosses in Heian are never introduced before their subchapter starts, and that can be a problem for some people.
And since you pointed out things being underexplained, it's important to note that a big plot point Heian gets dealt with by a character lying in the epilogue and the player is sorta expected to recheck old scenes to notice it's a lie.
Anyways, if you're attached to the Genji/oni cluster of characters, including Douman, Murasaki, and Nagiko, you're pretty much guaranteed to like it a lot. It does most of its cast well.

Heian's CM song is GOOOOOOLDEN
Saving my opinion for when it comes out in NA, more so than any other chapter I kept my knowledge on plot details to a near negative besides a few things on Douman
Generally, while I am aware of the general plot layout, I'll withhold judgment until its in English cuz turns out basing your impressions on fallible translations from non-native speakers of another language may give you a different than intended impression. This is by no means meant to be disrespectful towards the translators who bust their ass for us mind you because I know you guys are putting in the work.
But I'd much rather watch it play out myself.
It's good at killing interest in Koyanskaya beyond fanart/porn.
Oh, was thinking of Big Chungus. Heian-kyo existed I guess. I'll never say no to more Kintoki, but, most of the characters there existed mostly to advance the plot before being forgotten. At least Kintoki got a really nice outfit from it
That is... exactly what playing NA is. The NA team have contact with the Lasengle devs if they reaaally need clarification of something, but their translation crew are as far as I've seen non-native and just a fallible as any other. Even if they were native it wouldn't guarantee that the original intent is carried across successfully/perfectly into English.
While they have lots of good localisation (CE entries for example are almost always better at conveying the intended feeling vs literal text you see on the wiki) they also have iffy choices they chose to inherit from Extra/Extella or bits they got wrong and never fixed e.g. True Ancestor Yu (weird as her profile entries are correct), Lostbelt terminology, 'Fairy' Summer Oei.

I just wanna die
Yeah, but he also has the only clean katana in the game.
Not to shit on the NA translators, but the fact that they're going along with "Tam Lin" instead of "Fairy Knight" is a massive strike against them for me.
Not only does it sound dumb, but it's a blatant butchery of English, and obviously doesn't mean what Nasu thinks it means.
Isn't that more of a fault of Nasu than the NA Team?
The best part of TM is malding at the translation choices, and you get a wealth of sources for that, from shitty translation teams, to Nasu being Nasu. Truly a present.
I wouldn't be surprised if the Extra/Extella stuff was meant to be intentional like how Archetype: Earth wasn't the Japanese Official Name for it when she was first introduced but FGO canonized it as such.

Yep, Like Altria is bad but Tam Lin is a whole different can of bullshit and again, I definitely feel that is not on the translators for this case here just like Altria.
I feel like this is egregious enough to push back on. Though i guess they don't want to risk pissing off corporate Japan and its refusal of critical thinking.
Regarding the NA Team using Extra/Extella terms when applicable, Albert mentioned in the LB4 NA stream that they want to retain the same localized terminology as past works, which is both for better and worse. And they also confirm whether it's okay to use, so it's not like they just slap it in without second thought. Things like Altria and Tam Lin is all Nasu though, but there's nothing they can do about that.
Wasn't Altria not from Nasu? I think we got soft confirmation that was from someone else.
