I mean the only time when you cannot NP5 event servants is that if suddenly your phone breaks or forget your bind code or that you are so busy with whatever you do, you forgot the event exists. Or have the bluestacks/emulator crisis.

I've been rather appreciative of such drops that I've been getting recently.
I just want them to put SOMETHING in the quartz shop. Just put x2 Silver Apples per quartz to begin with or something, I don't care. Just either do something with it or remove it from the menu until you're ready to use it.
What they should do is sell the beginning of a journey CE for the people who can't buy the magazine in the quartz shop.

I feel like the obvious answer that doesn't keep people from using their quartz elsewhere would be previous Event CEs and Event Servant Ascension Items. Add one event's CEs/ascension items each month. People would still farm for them as events happen since otherwise (if they added them with America, for instance) you'd still be waiting about 8 months after the event before you can max them.
With this, they'd basically have:
April - Nerofest
May - Dango
June - Halloween
July - Honnouji
August - Christmas
September - Saber Wars
October - Valentine's Day
Not going to make any assumptions about the costs they'd charge, but the idea itself seems sound.
