Exactly that. But also just alteration of the concept during the blockout process too. I realized that it would be better to have thicker/more red cloth wrapping on the handle to contrast the golden color of the head of the hammer. Another change to concept was the end of the handle, I figured I could only do 2 cylinders and save the polygon budget for the lower poly model. But like you said, having those thicker individual forms over the handle makes it easier to bake those details later on instead of trying to sculpt the wrapping over the handle in Zbrush.
