That's interesting you ask that because I'm actually not that satisfied with how the hair came out, I need to practice rendering hair a bit more. But for that type of hair I start with a dark, dull tone of whatever hair color it is and slowly start adding brighter strands on top of it using one of the default simple photoshop brushes. I then use darker colors to sort of shape out the hair and then use a hair brush to paint on and smudge out strands of hair. I then add a shine with a large soft brush then do light dodging.
For the hair brush I usually make my own or find something that is a lot of spaced out specks and adjust the Spacing to all the way to 1% so give a strand effect:

Some "Critical Role" Fanart Sketches. Critical Role is a pretty awesome D&D stream hosted by voice actor Matthew Mercer and a couple of his Voice Actor and Voice Actress friends. Tons of fun to watch, they stream every Thursday. This sketch features Kashaw, a grumpy tsundere human cleric and Keyleth a completely opposite half elf druid.
I don't know if this counts as "Fanart" but I finally released something I've been holding onto for a long time. If you're a Left 4 Dead 2 fan, check it out:
It's a Left 4 Dead 2 campaign based on a somewhat accurate recreation of a portion of my high school, though of course filtered through a horror movie aesthetic. I kept it in a rough shape and would occasionally play it with friends. Last week though a friend had a sudden urge to play Left 4 Dead 2 again and it sparked an interest from my whole group. Because of that, I decided to finally go back to the old map and finish it up. It's now completely playable and can be finished. It's one map, but supports COOP, VERSUS, SURVIVAL, and SCAVENGE game modes! I'm actively updating it for awhile taking suggestions so if you have Left 4 Dead 2 installed you can check it out here:

So now that Five_X's Manhattan Project story is complete, I can finally post the commission of Katalin I did for him which I enjoyed during greatly!
If you haven't given The Manhattan Project a look, you definitely should. I started reading it when I started working on this and it's really well done. I just need to catch up to the end now.
