Indeed Artemis with Butler at his side would be formidable opponent to anyone in the Grail war especially with his use of technology combined and magic combined something that is unheard of by the Association, also depending who he summons during the war of course. Though don’t know if he would be in the fourth or fifth war though. Would really like to see how he would date Rin,

Depends. Is he being powered down, or is he just summoning someone insanely haxxed, even by Serious-Gil standards? If it's the former he might be more tolerant if he summons Saber-Arturia as his Servant (and wouldn't that just be a hilarious one-shot crackfic?) or maybe Iskander. If its the latter, it really depends on who he summons. He respected Iskander's attitude, so someone similar in temperment might be okay in his book. Problem is most people more powerful than him are demi-gods themselves (like a lot of the Mahabarata guys) and he tends to spit on anyone who isn't/wasn't a powerful ruler and he especially hates the Gods.

Depends entirely on who she summons. If she gets someone haxxed (or just someone dangerous when used competently like the 100-Faced Hassan) she'd be a real threat, but unless her Servant is high-utility or uber she's basically a more dangerous and psychotic Maiya with no knowledge of magic/magecraft. She kills some of the other competitors Kiritsugu-style only to be shown by Kiritsugu that there is always someone better (that or one of Kirei's Assassins take her out).

Now this is a lot of masters to choose from, but here are a few suggestions for masters for either the fourth or fifth war if one of them were placed as masters. Like to hear some of the people’s ideas for these masters.

Solid Snake from the Metal Gear Series. - Summons an Assassin naturally. I can actually see him summoning the original Hassan-i-sabbah. I don't know why but I get this image that they would get along well enough and respect each other as consumate professionals. Oh, and if this is 5th War a lot of people are getting sniped. 4th War, too much crap was going on to say for sure, so unless his Servant has some haxx he might make it to the very end only to be simply overpowered by someone like Gilgamesh. That and prana issues.

David Xanatos from Gargoyles. - I love this idea so much! One of my favorite cartoon villains of all time! He likely summons a Caster of some sort given his tendency to study and utilize the occult for his schemes. Also, Owen, his battle butler, getting serious means just about any Servant save Gilgamesh gets curbstomped. I won't spoil as to why for the few who haven't seen that far in Gargoyles for whatever reason. Throw in his Steel Clan robots, possibly the pack (including Coyote in his robot body that was made from a magical metal pot), and he likely curbstomps in whatever war he participates in as long as he figures out some way around Gilgamesh. Come to think of it, wasn't Fox supposed to have insane innate talent as a magus, just no practical training? Kind of like Medea given her lineage, but no actual magus skills and good with technology? He can just have her supply the prana and whatever Servant they summon will be super-juiced up!

Hazama from Blazblue. - Does this guy even need a Servant!? I feel sorry for Fuyuki City and the world! Trolling duel betwen him and Kotomine would be a sight to see though...

L from Death Note. - If he gets a good Servant he's set to put up a decent fight, provided he can figure out some way to provide prana. He'd likely figure out the identities of most of the Masters, though that wasn't as big a deal in Fate/Zero as it was in FSN. Problem is, unless his Servant is really haxxed he's going to have to get involved personally at some point and will likely die as a result.

Really crazy idea, but Dr. Eggman from Sonic. - Probably summons Frankenstein's Monster-chan given his obsession with roboticizing lifeforms. If he gets all his resources he stomps until the big guns gang up on him (I can see him making himself an obvious target like that), though I suppose it depends on the incarnation (a lot of them have very different personalities).

Dante from Devil May Cry series. - Again, does he even need a Servant? If he summons someone good they are the new Bazett/Lancer duo of this War (as in a powerful Master and a powerful Servant) and I can see him winning either the 4th or the 5th depending on whether or not anyone teams up against him and his Servant.

Seto Kaiba - He summons Caster Pharoah Atem (with all of his memories, including his time with Yugi and the gang), just because I want to see the looks on both their faces!

Somehow manages to save the day with minimal casualties, all while being an @$$ about it (and probably looking down on poor Shirou). The real issue will be if his Servant or the Servant(s) of his allies will be up to the task of challeneging Gilgamesh as nothing in his regular arsenal is going to cut it (unless we are granting his his Justice League arsenal). Afterwards he calls in Zatanna and maybe the Justice Society's Dr. Fate to dismantle the Greater Grail (and in a rare bout of OoC-ness he leaves Zouken's very karmic punishment to Jason Blood's alter-ego while looking the other way...).

Excellent point and I am ashamed I didn't think about it. In fact, its almost guaranteed he'd summon Enkidu given he's bound to have at least one memento of his friend in the GoB, even if it's just the chains that share his name.

Pedobear has to summon a shota or a loli. There are no shotas, so Jack-chan and Frankenstein-chan are the lolis I can think of.

Nah, Illya, ironically, would be the only main Master safe. After all, she is the only one that is 18. Shirou, Rin and Sakura are 17, 16-17 and 15, respectively.
