    As far as the books go yes. Orc and goblin are different words for the same thing. ORCrist (elvish sword in the hobbit) directly translates as goblin cleaver. http://tolkien.cro.net/orcs/goblins.html for a general synopsis. Also read the letter in the silmarillion that tolkien wrote in 1951.

    There are a couple of statements in the The Hobbit which, if taken literally, suggest that Orcs are a subset of goblins. If we are to believe the indications from all other areas of Tolkien's writing, this is not correct.
