No. It's a patchwork and feels like one. A bunch of scenes thrown together. Also, nothing can change that the Battle of Five Armies sometimes feels like I'm watching someone play Rome Total War.
It is a functional story though, which was the whole point of this exercise, I guess.

Why is Sauron suddenly an elf dressed in white and not an orc king in black armour like he was in the movies?

Uh, he's neither. In the movies he was either an armored giant or the flaming eyeball. His real form is more along the lines of "minor god" or "angel" .

In the movies he was an orc in dark armour iirc. I didn't realise he is some kind of a god. I thought he was just strong orc.
He was never an orc in the movies either. He's just wearing badass armor.
He never sleeps. He never dies.
Battle doesn't need a purpose; the battle is its own purpose. You don't ask why a plague spreads or a field burns. Don't ask why I fight.
He appeared as some manner of prettyboy (whether continuously or off and on isn't clear) for about two thousand years in the distant past, but I gather Rise to War takes place at a time when he canonically didn't have that ability anymore. Maybe they think bishie-Sauron is more marketable?

It's too bad so many people complaining about the new show haven't read the novels, or at least the Silmarillion.
It makes it easy to strawman the fanbase because: "You think wasn't handsome in the books? See! These haters haven't even read the source material!" sounds better than: "Yeah, we changed everything because we don't like this franchise but wanted a competitor to Game of Thrones, anyway."
