Well he can trace the structure of objects, so he could be able to tell the likelihood of a die rolling certain numbers by the wear, the displacement of a roulette ball, the tells on specific cards in a deck. His ability to process minute data instantly makes him basically godly in these circumstances, though I agree it'll probably be turn out that he just lucked out and Van-Fem had an off day. XD
Well if he traded them to others and in Fate/Kaleid Kuro manages to use one without even firing the thing, then I think the description is likely just describing the mechanism than specifically requiring his rather than just any magus to use it.
This is probably just in reference to teaching AOG magecraft. If you look at Clock Tower 2015, it describes Lev's job with Archaeology as being very time intensive, as just reading and understanding the words of old grimoires doesn't relate to being able to test and duplicate the methods described, one has to basically understand the entire system of the grimoire and redefine it for the modern era, it's described like transcribing Shakespeare into modern parlance, and even then that's called a simplification, so if Ziz can teach Melvin an AOG era spell in the space of half a day's work, then that may literally be the equivalent of several months or years of Lev's work depending on the spells involved.

They certainly stll could, Shirou won and everyone wants toknow so they can beat Van-Fem, the prize may be actually something super important and that is why everyone wants it, including Ziz, and Waver (or Ziz he loves gambling) proposes a game so the winner gets it, since they will (likely) need money to participate who better than Luvia? And with Shirou as her representative in gambling (as was said in HA) since he already won and they would be at an advantage, it's very easy
