Support of local armed forces and rebels and no full scale war until there is a well-thought out post-war solution that doesn't try to piss off interest groups to an extent where intent to cause a civil war almost looks like a reasonable answer as to why things were done this way.

We should take those fuckers out. Islamic State is an apocalyptic death cult - Al-Qaeda was a fundamentalist group but it essentially had secular goals. IS literally wants to bring about the apocalypse.
