It's not a bad thing. The world clearly cannot handle 10 billion souls... either that or people simply don't bother handling that many. We can feed that many, yet many still go hungry and we're on our way to get more despite the fact we pretty much destroy spoiled food that could've been sent their way.

Clearly our logistics aren't significantly able to supply them... or we just don't want to. Either way, it's a good thing that there are less people since it means less room for rich bastards to have starving people out there.

There's no substantial evidence of those claims though. China probably just doesn't want to admit they're still getting new cases of local transmission despite all their vaunted lockdown efforts. (Which is not to say those efforts didn't do a very good job, just that expecting no new cases at all in such a major outbreak is pretty naive).

Uruguay and New Zealand could... then again, those countries are barely 5M strong. China is literally 1.5B strong. Of course they wouldn't be able to extinguish it.
