We also literally waste an insane amount of money doing this that we could invest, targeted, in technological advancement and have further leaps. Conflict is not inherently necessary to reach our potential.

Necessity, invention, etc. You don't invest large scale in a nebulous concept of advancement, you do it to deal with a particular problem or to outpace your political or professional competitors. Which isn't to say that research for its own sake doesn't exist, it'll just always be behind projects with practical incentives.
