In more words, it implies that the object of this descriptor is emphasizing their uniqueness in a meaningless fashion. For instance, by highlighting traits that are inconsequential, out of their control, or simply invented for the purpose of feeling special. Hence, it's an attack on the typically imagined "SJW" character.
