Edit: Also, I don't think it's a lack of guts. I think it's an understanding, having had multiple rebellions and domestic terrorist movements, that these tactics seldom actually accomplish anything except to empower those already in power and make everything worse for everyone involved.
It's an understanding that a genuine revolution is doomed to fail here because of our status as a military superpower, our surveillance of the population, our reliance on technology, our exacting record-keeping, and our hyper-partisan divisions. Any attempt to organize more than "lone wolf" attacks on soft targets gets picked up by the intelligence community and monitored or squashed. Sure, you can turn a protest into a riot. But you can't mount something that could replace the government without the support of those already in power.

Edit: Took a look at that Covid article. Basically, it amounts to the version of Coronavirus in Europe and the US being worse than what China had. It's much more transmissible and can reinfect you post recovery. It dominates the Wuhan strain, meaning it could theoretically hit China again, with the previous measures the CCP took being insufficient to stop it the second time.
It also means that the medical research for a vaccine or treatment may not work on the current virus due to everyone using old Chinese samples as the base.
