Mental conditioning is important I heard to make cops and soldiers do their job. Dehumanization and demonizing the enemy is the best way to do it, and this can be done via peer pressure and training. Creating a culture and environment to ensure people in service fall in line works, like how almost all cops are corrupt in HK before ICAC since it is natural to take bribes.
