He's held it for too long in an "acting" capacity without going through the required confirmation process, and the administration withdrew his nomination anyway. He's also refusing to vacate the position, saying all he needs is the support of the President.

I deny neither. I'm just saying that genitalia are not censored in the UK either, and they are a lot more puritanical in other aspects.
