That's part of her character.
For the same reason that Shinji literally picks her up by the hair and shoves her to the floor.
So she looks sad and you pity her. It's the great flaw of HF- it tries too hard to make you feel sorry for Sakura, and doesn't try hard enough to make you like her
She was in the dungeon at the time, for the usual daily ritual.
She's quite clearly sitting in a summoning circle.
I think it's noted in the route that this is usually how it goes down; just a few hours naked in the dungeon, screaming, worms, gnashing of teeth. There's pretty much every experience the basement gives. Except one day Zouken brought down a relic and said "Hey, use this, and get in this circle".
Being naked in the basement just seems like the thing to do
Though, it's a bit odd he made her summon anything come to think of it. Guy was pretty much bowing out of the war this time around as well until a miracle fell into his lap. He was already planning for next war by using her to make proper heirs.

He's just that type who tries regardless even though he loses a pawn each time I guess. Though at this point he only has two pieces left in his corner.

That's part of it, because it happened so soon he had nothing ready here, yet he still just kind of threw the pieces at a wall and took a chance. Made the girl in the basement summon something on a whim, and got his loser grandchild with no potential to fight in her stead since she didn't want to do it.
Even he would admit there was probably no chance of winning this time, until a miracle fell into his lap that prompted him to come out of hiding and take some chances.

Also I'm fairly sure he said in one of the early basement scenes he'd have no trouble lasting until next war, by his own viewpoint at least. Take it for what you will in a sense though because his own viewpoint is pretty broken due to how degraded he was here. He didn't fear breaking down before Sakura at least was about what he said.
You could say he doesn't realize how fast he's breaking down because he was out of it so the statement was incorrect, you could say he might really last, but he didn't see himself breaking down before the 6th at least.

Considering that he doesn't even realise how far gone he already is I don't think that counts for much
Also its still a wonder if he died during the 10 years later thing when Waver and Rin took down the grail, and it was a war on par with an entire grail war at once. There's no way he would sit out, it meant everything to him at that point. He'd pull any cheap trick he could there to try to protect it. His last hope was for the grail, he'd probably consider himself too old to find another outlet for immortality at this point? Though we can't underestimate his desire to live on no matter what.

It just counts for the how he doesn't believe at all that he'll die before the next war, so he's not really in a panic or rush yet. He doesn't think this is his last chance.
