I don't think shooting Kayneth in public would have worked either ironically enough, if Kayneth was just walking around town there are far more escape avenues he could have taken and he would have had his own Lancer there in seconds. Kiritsugu on the other hand wouldn't have his Saber and even if he did she was already injured and wouldn't be a match for Lancer.

Well yeah, try bringing out a Servant in daylight. In a public place. At least Kiritsugu has the excuse of employing methods that don't involve concepts the public doesn't know or shouldn't know. The guy probably could snipe Kayneth down from a rooftop not far and not care about the secrecy of magic. Sure, the public's going to panic when they hear gunshots, but at least there's no cabal that's trying to keep the knowledge of firearms from the public for hundred years or so either.

And even without Saber, there's Maiya. No, I'm not saying she could take down Lancer. That's ridiculous. I'm saying that there could be an extra sniper to ensure redundancy of assassins trying to take down a single person.

As for Kayneth not walking around in the city, I could say that the more he coops up in that hotel room without an incident, the more bored and complacent he would be. And when he does become complacent, he'll feel free to get his guard down, especially at daylight. I mean, there's a reason the Holy Grail Battles take place at night. And, with the mindset that fights would only happen on night time, Kayneth's not gonna expect somebody attacking him in daylight. So, when else should someone pragmatic attack him? Daylight, of course.

Not everything overkill is pragmatic, for Christ's sake.

A purified Grail would have just given him something similar to Rex Magnus Karl's Oraclization, which, according to certain Discord conversations that I'm in, still wouldn't have been enough for Kiritsugu. Wishing for world peace is as dangerous as wishing for the perpetuity of war is meaningless.
