Yeah, see, if the GM pulled this "I am the state" line on me, I'd say "bye" in a heartbeat. I already have no time for power trips elsewhere, much less in my hobby.
IF the group agreed beforehand "Yeah, no, you can change the Hierarchy of Sins on us anytime you feel it's necessary", that's one thing - but I doubt most groups would accept that.
Morality is subjective, numbers aren't, so if you're going to be basing one off the other you need a single person (the ST/DM) to be the one making the final call. Otherwise all you get is bogged down in arguments. Which is why the other half is important, talking to the players BEFORE the game, not to establish that rule 0 is a thing (that should be implicitly understood by anyone who ever touches a die) but to ensure that the DM/ST never needs to actually invoke it, because Barry should understand before the game even starts that he won't be able to pull a Princess Bride with people's lives in this campaign.

What's up with Clerics not being able to burn a slot for a heal? These specalizations are cool, really cool in some instances, but they kind of cripple the point of a healer if they can't heal.
