Other than that, the singularity is not specifically said to be what. One thing we can be sure is Ishtar is not the one who created it. Instead, her rebuilding the bull is to fix the singularity and get back to Gil for laughing at her. She was fought because her method is too simple minded and might cause more harm than good.
