I'm pretty sure that's Sesto's point. All we have of Napoleon so far is his My Room lines. If you go solely off of those for Iskandar, there's not much to him either. I'm disappointed in his animations but I wouldn't pass judgment on him as a character until the Lostbelt is out.
Napoleon being a super-popular guy was a thing in RL tho. Like, after he surrendered to them the British didn't let him land in England and kept him on a ship in Plymouth harbour because they were afraid of him potentially rousing up the masses, it's also why he was shipped off to Saint Helena.
Also the ship's crew would sell tickets for people to row up in small boats for a chance to see him.
I would also blame the fox in her route. And I don't want to know what the tails did to it once they corrupted the core. Moon Cell-chan can never take a break even after that.
