Helps that FGO's Don mainly stayed true to his roots. Then again, Don being memorable is thanks to Michael though, so I feel a little bad for those who rolled for him back then.

Personally I didn't even consider a world where Jiao would be in FGO tbh. Specially not before Cao Cao, Liu Bei, the Sun Family and whatnot.
The Yellow Turban rebellion was the beginning of the end of Han Dynasty and his lack of popularity in China and the government's positive view of the Yellow Turbans made him a good choice. Chinese players feared TM putting in the Mythos because of the color yellow.
considering the JP hype for three kingdoms it feels weird Peach Garden bros were only teased in Sin Lost Belt.
It is understandable, as Liu Bei is very popular in China while Guan Yu is the Gods of so many different religions that it isn't funny. Zhang Fei is okay though. So I guess they are more delicate, or wants to find a better situation to release them.

But I doubt Jiao was in anyone's mind as a possible servant, before he was suddenly revealed in Traum and by that point he was already a 3* Caster so the Hastur connections would be pretty thin.
I'm have a huge sympathy for the Yellow Turbans and I am very fond of the Three Kingdoms and in my mind there was no way the next Three Kingdoms servant wouldn't be something like Kayneth as Zhou Yu or Cao Cao, i.e barely a Three Kingdoms servant.
It's quite sad that Hastur has been the most overused Lovecraftian figure to be inserted in many horrible fanmade servants, to the point that people expect FGO to do the same.
but most famous Hastur in Japan is a shota voiced by Rie Kugimiya.
