1- besides other Astras, what other NPs would Rama have?

2- why does Kiritsugu have the scapegoating skill? i don't recall him ever blaming other people for the shit he did, nor did he get blamed for stuff he did not do. Illya was just brainwashed, but it is not like they lied about the shit he did except perhaps for the reasons he did.
