It could have something to with Britain and Japan being isolated islands retaining their unique Mystery for longer than the big continents. I can see a will of Japan appearing later and a will of Australia existing offscreen without ever coming to Nasu's attention.

Vortigern being the will of Britain comes from Garden of Avalon actually. So that's also a thing in PHH.
Vortigern was always the will of Britain even in PHH. He was the will of Albion to keep Britain in the AoG in GoA.

As for lands retaining Mystery, what about super isolated mountainous areas like Tibet, or even a place like India where we still worship the old gods? I'd hope it's have taken longer for the AoG to end in a land where their religion hasn't actually died.
