    Average height is tiny + men rarely like girls taller than themselves -> anime girls are tiny. Also, smaller is considered cuter, to an extent.

    Add in the fact that Japanese are not really tall themselves and the targetted audience, it is understandable why anime girls are short. They are not small in other parts though.
