We see how Ushiwaka was when she first met Kiichi. She was visibly self-destructive child who became Kiichi's apprentice but refusing to leave her house until she accepted it. A complete tool of the Minamoto family who felt no need to have fun, smile, or make friends because she was born to live as a warrior and die as warrior. Kiichi agrees on the condition that Ushiwaka needs to learn to be a child before she starts learning to be a warrior, and immediately calls Kouju to go play tag with her, in hopes that by the time Ushikawa clears the training condition, she'd already turned into a normal child who wouldn't even think of beheading people (spoiler: she fails).
The point is: Ushiwaka was (even more of) an unsociable tool before Kiichi and Kouju entered her life, and if she did manage to intentionally seduced Kouju, it's because Kouju personally taught her how to.
Man that's actually sad in retrospect, because going by how Ushiwaka described her older self in earlier events (Onigashima I think), she basically reverts back to that after growing up.
