Considering Break really should have been banned way earlier it was a community service. But then I suppose Chris probably should have bitten it earlier too so while I'm sad to see him go I can't truthfully argue it was unwarranted.
Basically, although it was a factory reset that cleared it.
Will this incident create a new rule or will there be more focus from the Mods to watch this kind of bait-and-report behavior from not happening again?

There's no real idea that we'll make a new rule floating around that I'm aware of.
I'd personally like to alter how we react to some of the old rules so that this situation is less likely to happen again, but I don't know if anything will come of that.

How to manually reset a password in vBulletin
If you are the admin of your vBulletin forum and have access to the database, you can change the password for any user (including yourself) by issuing the following sql query:

SET `password` = MD5(CONCAT(MD5('newpassword'), `user`.`salt`))
WHERE `userid` = 1
Ensure you have the correct userid!
