Yes, Chinese groups like 3dm and the one at baidu and many others constantly upload content on the internet. 3 Chinese nationals who were pirating One piece from Japan itself, were sentenced to 2 years in prison by a court in Kyoto, just a few days ago. Also the main reason they were imprisoned was that they were uploading One piece on the internet even before it was officially released in Japan and not mainly because they were uploading content on the internet .
